Job Description
The Human Resources and Administration Officer reports directly to the Chief Executive Officer. This role is crucial for coordinating and implementing the Cooperative Union’s human resource and administrative functions. The officer will ensure the organization successfully attracts, develops, motivates, and retains competent employees, while also maintaining efficient administrative systems and fostering a productive work environment.
Key Responsibilities
- Support the development, implementation, and periodic review of HR policies, procedures, manuals, and systems in compliance with labour laws and best practices.
- Provide HR information and recommendations to aid management decision-making.
- Monitor emerging labour trends and propose appropriate interventions.
- Coordinate the entire recruitment, selection, and onboarding process.
- Prepare recruitment documentation, manage job advertisements, and maintain competency databases.
- Facilitate new employee induction and monitor probation periods.
- Support the implementation of employee retention initiatives.
- Prepare various HR documents such as employment contracts, confirmation letters, transfers, and promotions.
- Coordinate the implementation of the Cooperative’s staff performance management framework.
- Coordinate training needs assessments and staff development programs.
- Provide guidance on the interpretation and application of HR policies and procedures.
- Promote positive employee relations and a productive work environment.
- Assist in conflict resolution and handling of workplace grievances.
- Support disciplinary processes, ensuring compliance with due process.
- Facilitate the administration of staff benefits, including medical cover, pension, insurance, and welfare programs.
- Manage employee relations issues, including interactions with trade unions where applicable.
- Maintain accurate and up-to-date employee records and HR databases.
- Ensure the confidentiality, security, and proper custody of employee information.
- Monitor leave administration and attendance records.
- Generate HR reports and workforce statistics for Management and the Board.
- Oversee general administrative services, including office operations, asset management, and logistics.
- Provide administrative support to the CEO and senior management on HR and administrative matters.
Requirements
- Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or a related field from a recognized university.
- Professional qualification in Human Resource Management, such as Certified Human Resource Professional (CHRP-K) or an equivalent certification.
- Minimum of 5 years of practical experience in Human Resource Management.
- Age 30 years and above.
