Job Description

This role involves leading the implementation of advocacy and policy strategies for ReDSS Kenya, focusing on national and local levels. The coordinator will engage with diverse stakeholders to advance sustainable solutions for refugees and host communities. Key responsibilities include monitoring legislative changes, building strategic relationships with government and humanitarian partners, and translating evidence into policy recommendations. The role also supports the overall development of ReDSS's work in Kenya, representing members in relevant forums and coordination platforms.

Key Responsibilities

  1. Implement and monitor ReDSS Kenya advocacy strategies at national and county levels, ensuring frequent updates based on changing dynamics.
  2. Monitor and analyze relevant legislation and policy changes, providing timely analysis and recommendations to ReDSS members and partners.
  3. Build and maintain strategic relationships with government, development, humanitarian, civil society, and other relevant stakeholders to advance ReDSS policy and advocacy priorities.
  4. Contribute to generating and translating evidence and learning into clear advocacy positions and policy recommendations.
  5. Strengthen the capacities of local authorities and humanitarian/development stakeholders to cooperate on integrated approaches for displaced and host communities, including through durable solutions and area-based approach trainings.
  6. Support cross-learning and peer-to-peer exchanges between government authorities in displacement-affected counties, particularly Garissa, Turkana, and Nairobi.
  7. Support the ReDSS+ structure and foster meaningful partnerships with local networks and organizations based on trust, respect, and joint accountability.
  8. Ensure ReDSS research work maximizes impact on current policy and programming related to solutions for refugees in Kenya.
  9. Lead active engagement with Refugee Led Organizations and Refugee leadership to prioritize the voices, needs, and rights of displacement-affected communities in policy processes.
  10. Lead initiatives at national and local levels to ensure local policy planning processes are informed by the communities they serve.
  11. Work with the ReDSS Regional Solutions Coordinator to implement the ReDSS framework for accountability, aligning efforts and documenting best practices across ReDSS Kenya projects.
  12. Analyze data and feedback on community engagement to identify trends and areas for improvement, reporting findings to ReDSS members and partners.
  13. Support the ReDSS Kenya Manager in developing, implementing, and monitoring the ReDSS Kenya operational plan, translating policy, advocacy, and stakeholder engagement priorities into clear activities and deliverables.
  14. Support periodic reviews of the operational plan and contribute to reporting and adaptive planning.
  15. Support project management and coordination with partners to ensure the delivery of the ReDSS Kenya workplan.
  16. Support the ReDSS Kenya Manager in ensuring ReDSS's work in Kenya complies with DRC procedures and systems.

Requirements

  1. University degree in Law, Political Science, or International Relations; a Master's degree in a related field is an advantage.
  2. Minimum of 5 years of experience in similar positions involving policy coordination, evidence building, and analysis.
  3. Strong knowledge of the socio-economic and political dynamics of the region, specifically displacement trends, with demonstrated ability to manage politically sensitive contexts.
  4. Experience working with a wide range of national and international partners in implementing multi-stakeholder initiatives, ideally in a management, coordination, or representational role.
  5. Solid experience in capacity development for various actors, including adult learning, mentoring, coaching, training of trainers, and impact monitoring of capacity development activities.
  6. Demonstrated ability to work effectively in a multicultural environment and establish harmonious working relationships both internally and externally.
  7. Excellent coordination, interpersonal facilitation, and communication skills to build trusted relationships with humanitarian and development partners, donors, and government agencies.
  8. Strong critical thinking, analytical, and writing skills, with proven experience in producing high-quality protection research and policy briefs, and the ability to present complex information simply.
  9. Strong experience in translating evidence and research into programming and policy guidance.
  10. Good IT command, familiarity with maintaining template-style websites, and experience applying ICT to knowledge management.
  11. Flexibility, proactive engagement, ability to work under pressure, and high tolerance for change, complexity, and unpredictability.
