Job Description
The Danish Refugee Council (DRC) Kenya is seeking a highly skilled Roving Safety Officer to manage safety aspects concerning DRC staff, assets, and facilities across its Kenyan offices and operations. This role involves ensuring the correct implementation of DRC’s Safety Risk Management System (SRMS) and the Global Safety Policy. Working closely with the Country Safety Coordinator, the officer will be responsible for identifying and mitigating safety risks and overseeing daily safety management within their designated areas, as per the terms of reference.
Key Responsibilities
- Identify and minimize potential safety risks for staff, facilities, and assets.
- Regularly update and disseminate Local Safety Rules (LSR) to all personnel.
- Update Safety Risk Assessments (SRAs) for field locations under their purview.
- Prepare and share weekly and monthly safety updates with the Country Safety Coordinator (CSC).
- Address safety concerns raised by staff in various locations.
- Provide safety clearance for staff movements.
- Conduct internal Hostile Environment Individual Safety Training (HEIST) for DRC staff in consultation with the CSC.
- Ensure all DRC staff are informed about safety policies and rules.
- Maintain an updated Record of Emergency Data (RED) list and ensure new staff submit their forms.
- Brief all DRC staff and visitors on security and contextual situations.
- Assist the CSC in organizing statutory OSHA and Fire Audits and implementing their recommendations.
- Maintain safety upgrade plans and develop Safety Improvement Plans (SIP) based on office needs.
- Establish and frequently update communication trees.
- Ensure all vehicles meet required standards and adhere to vehicle Standard Operating Procedures (SOPs).
- Serve as the primary contact for supervising day and night guards across DRC locations.
- Ensure timely refilling/servicing of all fire extinguishers and first aid kits.
- Support the management of critical incidents within DRC locations.
- Perform any other tasks delegated by the Country Safety Coordinator.
Requirements
- Minimum of 5 years of experience as a Safety Officer for an NGO or similar role in a high-risk/conflict zone.
- Demonstrated experience in context/security analysis, documentation, and advisory within humanitarian and development settings.
- Proven in-country experience collaborating with UN missions or agencies.
- Fluent in English with strong interpersonal, communication, and networking skills.
- Ability to prioritize tasks and meet deadlines effectively under pressure.
- Computer literate with proficiency in common software packages.
- Capacity to de-escalate tension and maintain composure, especially after an incident.
- Ability to encourage, motivate, and guide team members to confidently address safety and security issues during crises.
- Proven ability to work effectively with minimal supervision.
- A degree in a relevant field or equivalent experience.
- Desirable: Other security management related trainings/qualifications.
