About the Company

HIAS Kenya provides humanitarian services to refugees and other vulnerable populations through its office and outreach and satellite service delivery locations.

Job Description

HIAS Kenya, a humanitarian organization serving refugees and vulnerable populations, requires a security consultant to bolster safety, service continuity, and access to assistance. The consultant will conduct a comprehensive assessment of the HIAS Kenya office's physical security, including infrastructure, access points, surveillance, and emergency protocols. The role involves reviewing office access control, visitor management, and client service delivery arrangements to identify and mitigate security and safety risks, particularly concerning clients congregating outside the premises. Additionally, the consultant will assess security at outreach and satellite service locations, review existing incident reporting and response mechanisms, and evaluate coordination with emergency services and law enforcement. The engagement, anticipated for 15 working days, will culminate in a series of reports and a prioritized risk mitigation action plan, with findings coordinated with HIAS Kenya leadership and Global Safety and Security.

Key Responsibilities

  1. Conduct a thorough physical security assessment of the HIAS Kenya office, including infrastructure, perimeter, entry/exit points, parking, and environmental vulnerabilities.
  2. Review office access control and visitor management, covering staff and client entry procedures, restricted areas, and the effectiveness of security guards.
  3. Evaluate CCTV coverage and monitoring, lighting, alarms, emergency exits, and evacuation arrangements.
  4. Identify security and safety risks in client service areas such as reception, waiting, and intake, proposing practical measures to preserve dignified access to assistance.
  5. Assess the safety and operational implications of clients gathering or camping outside the premises, including crowding, building access, emergency vehicle access, and staff movements, recommending proportionate mitigation measures.
  6. Evaluate security at identified outreach and satellite service locations, considering venue suitability, site vulnerabilities, risks during activities, staff access, and emergency response options.
  7. Review existing security incident reporting, escalation, and response arrangements, identifying gaps and developing clear procedures, roles, communication channels, and escalation thresholds.
  8. Examine existing coordination arrangements with emergency services and law enforcement, recommending appropriate contact, notification, and response protocols while considering client confidentiality.
  9. Consult with relevant HIAS Kenya management, operations, program, security, and safeguarding personnel, coordinating findings with HIAS Global Safety and Security.
  10. Present prioritized, actionable recommendations, identifying immediate corrective actions and longer-term improvements, including resource implications where feasible.

Requirements

  1. Hold a Bachelor’s Degree in Criminology, Safety and Security Studies, or Military Science from a recognized university or institution of higher learning.
  2. Possess previous experience providing security assessments or advisory services to humanitarian organizations, NGOs, UN agencies, or other organizations serving refugees and vulnerable populations.
  3. Demonstrate experience conducting physical security and security risk assessments.
  4. Have knowledge of the Kenyan security and operating environment, including relevant emergency response and law enforcement structures.
  5. Experience working with the Kenya Police, Armed Forces, or any other disciplined force is considered an added advantage.
