Job Description
The M&E Officer will oversee the daily coordination of Monitoring, Evaluation, Accountability, and Learning (MEAL) processes for the Kenya Big Dream (KBD) Phase III program in Migori County. Reporting to the KBD Phase III Project Manager and receiving technical guidance from the DMEAL Coordinator KBD, the incumbent will be crucial in ensuring the collection and management of high-quality data. Key responsibilities include coordinating program assessments, facilitating program reporting, conducting routine monitoring activities, documenting impactful stories of change, facilitating learning and reflection sessions, and maintaining accountability to target populations.
Key Responsibilities
- Participate in designing and implementing monitoring frameworks to track program objectives.
- Organize and facilitate strategic/multi-year plans, designs, and budgets with the program team and partners.
- Support the review and update of log frames, M&E Plans, program indicators, periodic targets, and detailed implementation plans.
- Assist in developing clear and implementable work breakdown structures for MEL activities.
- Support the finance team in realistic scheduling of MEL activities and budgets.
- Identify and document program geographical coverage, producing RS/GIS activity/program maps.
- Participate in designing/preparing tools and guidelines for data collection, analysis, and reporting, focusing on output/outcome tracking and data quality checks.
- Provide support and participate in Kenya Big Dream program design (assessments, research) and in producing well-designed, LEAP-aligned proposals reflecting community needs and donor expectations.
- Participate in and coordinate the successful rollout and implementation of all MEAL initiatives in program sites (Baringo, West Pokot, Samburu, and later Migori Counties).
- Disseminate clear business processes for MEAL components to ensure consistent application and adherence to standards.
- Develop and support the implementation of programs in the MEAL annual calendars.
- Participate in orientations for assessment consultants and conduct MEL-related capacity building for project staff.
- Ensure that staff and WVK implementing partners receive requisite MEAL technical support.
- Coordinate effective implementation of MEL activities with key partners within the County.
- Support and facilitate timely review and sharing of all program documents, plans, designs, and reports.
- Support the establishment and operationalization of a digital data collection and beneficiary tracking system/database.
- Coordinate routine monitoring for Kenya Big Dream Phase III and its implementing partners.
- Coordinate, participate in, and report on technical field monitoring visits.
- Ensure mechanisms are in place for collating, analyzing data, synthesizing information, and updating monitoring matrices and systems.
- Ensure timely dissemination of monitoring data to stakeholders for management decision-making.
- Ensure appropriate use of information management systems compliant with WV Kenya, GOK, donor, and partnership agreements.
- Coordinate the compilation and submission of program management reports as per WV standards and donor requirements.
- Support the establishment of program accountability mechanisms to enhance information sharing, complaints management, and timely feedback.
- Ensure timely and quality review and submission of all mandatory monitoring reports.
- Securely store collected data as per data protection policies.
- Ensure program alignment to national, donor, and support office evaluation protocols.
- Prepare for and answer detailed data-related questions in calls/presentations with support office staff and project donors.
- Lead KBD project compliance with all support office data entry requirements, including learning MIS systems and building staff capacity for data collection and entry.
- Develop and ensure functional community complaints response mechanisms in collaboration with communities.
- Support periodic reviews/evaluations of program interventions using appropriate methodologies to determine achievements.
- Support program knowledge management mechanisms, including documenting and sharing innovative practices, lessons learned, and impacts.
- Support ongoing collaborative learning partnerships with the University of Nairobi and other partners based on performance management system data.
- Support in developing ToRs, solicitation, selection, and execution of in-country assessment contractors (baseline, midline, endline, and other research).
- Support in coordinating the learning agenda with the support office.
- Support in conducting M&E, research, and planning related to social norms, barrier analysis, and sensitive topics.
- Prepare for and discuss data-related questions in regular project calls with the support office.
- Network and collaborate with relevant partners, representing World Vision in Technical Working Group Meetings related to the KBD program.
- Comply with and promote WV policies such as Child and Adult Safeguarding, Whistleblower, and anti-fraud policies.
- Build capacity of project MEL staff in each region in program planning, monitoring, reporting, research, and quality assurance.
Requirements
- Practical experience in M&E system coordination/implementation within a large international non-governmental organization or international relief/development body.
- Experience working on donor-funded programs and other multilateral donor-funded projects.
- Demonstrated understanding of the latest developments, research, and trends in child protection.
- At least 2-3 years of experience in program design, implementation, monitoring, evaluation, and reporting.
- Excellent communication and networking skills.
- Ability to work effectively in a multi-cultural environment.
- Demonstrated ability to manage resources efficiently and effectively.
- Must be a committed Christian, able to navigate denominational and cultural diversity challenges, and provide spiritual leadership.
- Experience in data collection on Open Data Kit (ODK) platform and other mobile-based applications, data analysis, and interpretation.
- Computer literacy in MS Office (Word, Excel, PowerPoint).
- Experience in data/statistical programs (e.g., SPSS or Stata).
- Excellent team player with the ability to work under minimum supervision.
- Well-developed research, analytical (qualitative and quantitative), documentation, report-writing, and strategic planning skills, with competency in participatory research methods.
- Proven ability in designing, implementing, monitoring, and evaluating child protection programs (added advantage).
- Experience in social norms and/or social behavior change research (added advantage).
- Mobile-data collection and management software skills (e.g., ODK, Kobo) (desirable).
- Ability to document good practice and lessons learned.
- Excellent communication skills (both written & verbal).
- Ability to write effective funding proposals.
- Bachelor’s Degree in Social Sciences, Sociology, Economics/Statistics, Monitoring and Evaluation, Project Management, Statistics, or a related discipline from a recognized University.
- Certification in M&E and in conducting assessments or equivalent (added advantage).
