Job Description

The Monitoring, Evaluation & Impact Senior Officer, reporting to the Head of Strategy and Performance, is responsible for supporting the coordination of the SHF's monitoring, evaluation, and learning systems across country and global operations. This involves ensuring that data is effectively collected, analyzed, and processed to generate relevant internal and external reports. A key aspect of the role is to guarantee that all programs supported by SHF are focused on achieving measurable results, are grounded in evidence, and maintain accountability to beneficiaries, governments, and donors. The officer will contribute to strengthening and improving SHF's M&E frameworks, integrating considerations like GESI and climate impact, and providing analysis of both quantitative and qualitative impact information. They will also manage a central database for SHF's impact data.

Key Responsibilities

  1. Support the implementation of the SHF M&E framework, ensuring alignment with the SHF results framework and national sector priorities.
  2. Assist in harmonizing indicators with global targets and national development plans.
  3. Support periodic reviews of M&E tools, guidelines, and methodologies across the SHF-supported program portfolio, providing recommendations for improvement.
  4. Provide technical input to enhance SHF M&E frameworks and results-based M&E systems, including integrating GESI and climate impact.
  5. Analyze both quantitative and qualitative impact information.
  6. Manage a central database/platform for SHF’s impact data.
  7. Coordinate with SHF contract managers, partners, grantees, and service providers to ensure timely reporting of data.
  8. Analyze and collate data from various sources, including partnerships and contractual agreements, and validate it to monitor progress against targets.
  9. Support quality assurance of program reports, ensuring accuracy and consistency of performance data.
  10. Conduct field visits and partner monitoring to assess program delivery and verify results.
  11. Conduct outcome and impact assessments to evaluate SHF contributions to Next Generation Sanitation and Capital M market-based approaches.
  12. Manage and support external evaluations, studies, and research to generate evidence.
  13. Document and disseminate lessons learned, good practices, and innovative approaches, and support responses to donor impact requests.
  14. Facilitate learning and adaptive management by synthesizing findings and presenting evidence.
  15. Produce analytical reports, dashboards, and briefs for internal and external stakeholders.
  16. Support the integration of cross-cutting priorities like equity, inclusion, and sustainability into M&E work.
  17. Contribute to UNOPS / SHF audit and assurance activities.

Requirements

  1. A first-level university degree (Bachelor’s) in social sciences, economics, development studies, statistics, public administration, public policy, evaluation, or a related field, combined with at least two years of relevant experience.
  2. Alternatively, an advanced university degree (Master’s or equivalent) in the aforementioned fields with 0 years of relevant experience.
  3. A minimum of two years of progressively responsible experience in monitoring, evaluation, research, results-based M&E frameworks, or program performance management, preferably in international development or humanitarian settings.
  4. Experience applying both quantitative and qualitative methods for monitoring and evaluation, with familiarity in diverse indicator types (e.g., output, outcome, impact, process, perception, and qualitative indicators).
  5. Experience tracking project targets against milestones, conducting data verification, managing impact databases, and quality-assuring performance reports.
  6. Experience conducting outcome evaluations, facilitating field monitoring visits, and synthesizing findings to document lessons learned and good practices.
  7. Demonstrated track record of producing analytical reports, dashboards, and briefs for donors, government partners, and multi-stakeholder audiences.
  8. Experience in preparing analytical reports and communicating findings to technical and non-technical audiences.
  9. Proven ability to support a shift from data collection and compliance reporting towards approaches that link evidence to adaptive program management, decision-making, and impact measurement.
  10. Desired: Experience working with development partner organizations, government counterparts, or civil society actors to strengthen M&E systems, including capacity development and joint learning initiatives.
  11. Desired: Experience in WASH and/or menstrual health is an asset.
