National Monitoring and Evaluation Officer

Established in 1951, IOM is a leading inter-governmental organization dedicated to promoting humane and orderly migration. It works closely with governmental, intergovernmental, and non-governmental partners across 165 member states and over 100 countries.

The National Monitoring and Evaluation Officer at IOM is responsible for overseeing and refining the organization's M&E framework for various projects, programmes, and strategies. This involves close collaboration with senior program managers, regional thematic specialists, country teams, and information management units. The officer will be tasked with preparing a range of project reviews, including monthly, quarterly, and annual assessments, participatory impact assessments, and real-time, midterm, and final evaluations. A key aspect of the role is ensuring that all M&E arrangements adhere to donor, UN, and IOM headquarters requirements. The officer will also supervise M&E support staff to ensure comprehensive coverage of activities throughout all implementation stages and promote the correct use of IOM’s Project Information and Management Application (PRIMA) for monitoring, reporting, and evaluation purposes. Furthermore, the role involves assessing and identifying risks during project monitoring, ensuring that associated Project Risk Register Matrix and Risk Treatment plans are regularly reviewed and updated.

1. Maintain and adjust the overall project/programme/strategy Monitoring and Evaluation framework in coordination with relevant senior program managers, regional specialists, country teams, and information management units.
2. Prepare various project/programme/strategy reviews, including monthly, quarterly, and annual reports, participatory impact assessments, process and operations monitoring, and real-time, midterm, and final evaluations, while ensuring compliance with donor/UN/HQ requirements.
3. Supervise M&E support activities assigned to other staff to ensure comprehensive coverage of project/programme/strategy M&E throughout all implementation stages.
4. Ensure the proper use of IOM’s Project Information and Management Application (PRIMA) for monitoring, reporting, and evaluation.
5. Assess and identify risks during regular monitoring of project activities, ensuring that associated Project Risk Register Matrix and Risk Treatment plans are monitored and regularly reviewed.
6. Collaborate with IOM units, Implementing Partners, and UNCT on quantitative and qualitative monitoring to provide information for performance management, donor reporting, and evaluations, complying with IOM’s institutional monitoring and reporting requirements.
7. Draft regular monitoring reports for stakeholders like donors/UN agencies and coordinate with the Public Information Officer regarding the use of M&E findings in public materials.
8. Ensure monitoring data and reports are uploaded in relevant systems, including PRIMA, and that evaluation reports are publicly available as per IOM Evaluation Policy.
9. Contribute to and facilitate the regular sharing of M&E findings with relevant stakeholders and IOM offices, ensuring timely discussion of data/reports to clarify discrepancies and address gaps.
10. Coordinate the identification of key performance questions, indicators, and parameters for monitoring and evaluating performance and achievements, aligning with the Strategic Results Framework (SRF).
11. Design performance report formats in line with M&E guidelines and donor/UNCT requirements, review and analyze monitoring reports, identify bottlenecks, and recommend corrective measures.
12. Participate in selecting and monitoring the work of Implementing Partners sub-contracted for surveys and studies required for project/programme/strategy monitoring and evaluation.
13. Provide substantive inputs to strengthen the M&E capacity of IOM staff and partners through training, mentoring, and coaching.
14. Review the availability and quality of existing social and economic data related to the project/programme/strategy area, including collection methods and their ability to provide baseline statistics for M&E.
15. Participate in activities with external partners, UN, and donors to facilitate access to M&E data.
16. Undertake regular field travel to support M&E implementation and discuss corrective measures.
17. Participate in developing projects/programmes within IOM global strategies, the SRF, CO’s Strategy, Consolidated Appeal, and other strategic plans, ensuring budgets include necessary resources for M&E activities.
18. Stay informed about developments in IOM’s Evaluation and Monitoring and Results-Based Management (RBM) functions to ensure compliance with IOM strategies and institutional monitoring and reporting requirements.
19. Perform other assigned duties.

1. Master’s degree in International Relations, Political or Social Sciences, Business or Public Administration, Law, or a related field with two years of relevant professional experience; OR a university degree in the above fields with four years of relevant professional experience.
2. Experience in project/strategy conceptualization, development, monitoring, reporting, and evaluation.
3. Experience in capacity-building activities, including designing and delivering training.
4. Experience in liaising with governmental and diplomatic authorities, as well as national and international institutions.
5. Familiarity with financial and business administration.
6. Sound and proven understanding of internal and international migration issues in the country and region.
7. Experience in organizing consultations, workshops, and seminars with high-level stakeholders.
8. In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization.
9. Excellent knowledge of monitoring and evaluation concepts, approaches, and techniques, including qualitative and quantitative methods, participatory approaches, and evaluative methodologies.
10. Knowledge of UN cooperation frameworks and bilateral donor programming requirements.
11. Strong writing and research skills.

13. High degree of judgment and initiative, with the ability to work independently within assigned areas.
14. Strong interpersonal and teamwork skills.
15. Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
16. Fluency in English (oral and written) is required.
17. Working knowledge of Swahili, Amharic, or Somali is beneficial.
