Education Programme Manager

The Norwegian Refugee Council (NRC) is an independent humanitarian organisation dedicated to helping people forced to flee their homes.

The Education Programme Manager will provide strategic and technical leadership for the planning, implementation, and quality assurance of programme activities within their area of responsibility. This involves leading the development, review, and monitoring of work plans and performance plans to ensure alignment with NRC strategies, programme priorities, and contractual obligations. The manager must ensure that programme approaches and activities are contextually appropriate, responsive to participant needs, and adapted to the operational environment. Specifically, the role entails providing overall strategic and technical leadership for the effective and efficient implementation of the NYOTA BDS project across target locations, adhering to NRC Programme Management Standards, approved proposals, budgets, work plans, MSEA ToR, and contractual requirements. The manager will lead the translation of MSEA ToR, the approved BDS package, and contractual requirements into detailed implementation, delivery, and activity plans, ensuring these are regularly reviewed and updated. Furthermore, the role requires ensuring that the BDS package and delivery approaches remain responsive to socio-economic realities, cultural dynamics, and specific barriers faced by refugee youth in the target locations.

1. Provide strategic and technical leadership for planning, implementing, and quality assuring programme activities in the assigned area.
2. Lead the development, review, and monitoring of work plans and performance plans, ensuring alignment with NRC strategies and contractual requirements.
3. Ensure programme approaches and activities are contextually appropriate and responsive to participant needs.
4. Provide overall strategic and technical leadership for the effective implementation of the NYOTA BDS project across target locations.
5. Lead the translation of MSEA ToR, approved BDS package, and contractual requirements into detailed implementation and activity plans.
6. Ensure the BDS package and delivery approaches remain responsive to the socio-economic realities and specific barriers faced by refugee youth.

1. Master’s degree in a relevant field such as entrepreneurship, BDS, or livelihoods, with over 8 years of relevant experience.
2. At least 5 years of experience managing entrepreneurship, BDS, or livelihoods programmes, preferably in refugee, humanitarian, or displacement settings.
3. Strong understanding of the Kenyan Micro and Small Enterprise (MSE) ecosystem, particularly in refugee-hosting areas.
4. Proven experience managing multi-location programmes and multidisciplinary teams.
5. Experience in designing inclusive, gender-responsive, and disability-inclusive programmes for vulnerable and displacement-affected populations.
6. Strong stakeholder engagement experience with government, private sector, UN, NGOs, and community structures.
7. Experience in quality assurance, monitoring, reporting, learning, and adaptive management.
8. Knowledge of market systems, financial inclusion, and youth entrepreneurship is an advantage.
9. Experience with World Bank-funded programmes and procurement requirements is an advantage.
10. Experience in Kakuma/Kalobeyei and/or Dadaab refugee camps is highly desirable.
