E T Consultant for Digital Health Transformation

The World Bank Group (WBG) is a family of five international organizations that provide leveraged loans to developing countries. It is the largest development bank globally and an observer at the United Nations Development Group. Based in Washington, D.C., it offers significant loans and assistance for development.

This role involves supporting digital health transformation initiatives in various countries by offering technical assistance. The consultant will focus on developing strategies, establishing governance frameworks, ensuring interoperability, promoting effective data use, and implementing responsible AI solutions. The ultimate goal is to enhance health systems and optimize service delivery through practical digital solutions.

1. Lead and contribute to technical assistance and lending operations, helping countries design, prioritize, implement, and scale digital health solutions to improve service delivery, data governance, and transparency, aligning with national health priorities and Universal Health Coverage (UHC) objectives.
2. Advise client countries and World Bank teams on policy, legal, institutional, procurement, and governance reforms for digital health transformation, including responsible AI, data governance, privacy, cybersecurity, and vendor management.
3. Provide strategic advice to governments, World Bank teams, and stakeholders on digital health reforms, platforms, technologies, and investments to improve system quality, efficiency, transparency, equity, sustainability, and impact, drawing on global best practices and country contexts.
4. Conduct analytical work, including desk reviews, key informant interviews, and field visits, to assess country digital health landscapes, existing information systems, health data structures, governance, implementation progress, and digital health literacy.
5. Contribute to knowledge products, case studies, templates, presentations, reports, and briefings to capture lessons and support the scale-up of successful models.
6. Provide guidance on practical standards, templates, toolkits, and resources for planning, procuring, and scaling digital health solutions and digitally enabled primary health care.
7. Identify emerging trends and proven practices in digital health and AI-enabled systems, supporting demonstration models, pilots, and prototypes with clear pathways to scale and sustainability.
8. Lead technical dialogue on enterprise architecture, reference architectures, interoperability layers, and health information exchange approaches to reduce fragmentation and enable system collaboration.
9. Guide the adoption of data, messaging, and terminology standards, and promote shared services such as identity, registries, terminology, messaging, and notifications.
10. Strengthen routine health information systems and align reporting systems, program registries, service delivery applications, and other digital tools.
11. Support demonstration models and data integration across systems to analyze health sector performance and strengthen evidence-based decision-making at national and local government levels.
12. Support fit-for-purpose analytics, dashboards, predictive analytics, and decision-support tools for planning, monitoring, equity, and coverage tracking.
13. Strengthen stakeholder capacity in data quality assurance, analytics for evidence-based decision-making, and maintenance of digital tools and information systems.
14. Support countries in establishing regulatory, institutional, and technical frameworks for responsible AI in health, including oversight, accountability, and redress mechanisms.
15. Advise on responsible AI applications for health analytics, including bottleneck analysis, commodity forecasting, clinical decision support, planning, and service delivery.
16. Develop and disseminate methods to evaluate AI applications for performance, safety, equity, and feasibility, particularly in low-resource and multilingual settings.
17. Lead workshops, coaching, and learning activities on digital health architecture, interoperability, governance, AI, implementation, data use, and workforce change management.
18. Coordinate with World Bank teams, Task Team Leaders (TTLs), regional/global teams, and communities of practice to support a unified World Bank approach to digital health within HNP/Africa East.
19. Support country teams and clients with Terms of Reference (TORs), procurement and evaluation processes, proposals, budgets, progress reports, and implementation plans.
20. Facilitate timely, high-quality delivery of analytical work, knowledge products, reports, and operational deliverables with inputs from teams, clients, and partners.
21. Contribute to digital health learning initiatives through the HNP Learning Program, Digital Health Community of Practice, and related platforms.
22. Assist the TTL in supervising consultants and firms mobilized for digital health expertise, onboarding team members, and providing other digital health support to World Bank task teams.

1. Hold a Master’s degree in public health, health informatics, information systems, computer science, data engineering/architecture, information technology, or a related field.
2. Possess at least eight years of relevant experience in digital health, health information systems, ICT, public-sector digital transformation, or health data/developer roles, including experience in international development.
3. Demonstrate operational expertise in at least three of the following areas: enterprise architecture and interoperability; health data platforms and governance; routine, surveillance, or program information systems; analytics, dashboards, AI-enabled decision support, or diagnostics; and scalable Management Information Systems (MIS) in developing country contexts.
4. Have a proven track record in designing, implementing, deploying, or maintaining scalable, interoperable digital health or management information systems, particularly at scale in Low and Middle-Income Countries (LMICs), with experience in Eastern and Southern Africa being an advantage.
5. Experience integrating and utilizing data for performance tracking, dashboards, analytics, and evidence-based decision-making.
6. Possess strong analytical, problem-solving, program management, and technical delivery skills, especially in resource-constrained environments.
7. Exhibit excellent written, verbal, presentation, and interpersonal skills, with the ability to prepare concise deliverables, collaborate across teams, and lead strategic dialogue.
8. Excellent written and spoken English is essential; fluency in a second language (French) is an advantage.
9. Ability to work effectively in cross-cultural, multidisciplinary teams with sound judgment and composure under pressure.
