Job Description

Reporting to the Manager, Foundations Programmes, the Programme Analyst is responsible for ensuring the successful development, deployment, adoption, and ongoing improvement of the Uzazi Salama digital health platform. This involves offering technical coordination, overseeing vendor activities, providing implementation support, and assisting with overall programme delivery. The role acts as the primary daily liaison between the Safaricom Foundation, various implementing partners, county health teams, end-users, and technology vendors such as Savannah Informatics. The objective is to ensure timely project delivery, maintain quality assurance, align stakeholders, and achieve operational sustainability. This position aims to enhance internal ownership of digital health systems, accelerate issue resolution, improve user adoption, and reduce reliance on external vendors through embedded technical coordination and programme management, aligning with the Foundation’s strategic goals for speed, accountability, sustainability, and user-centred solutions.

Key Responsibilities

  1. Serve as the Foundation’s primary daily contact for application development activities.
  2. Monitor the performance and delivery of technology partners like Savannah Informatics against agreed work plans, timelines, and deliverables.
  3. Review system enhancement requests and coordinate the prioritization of new features.
  4. Track the progress of software development sprints and implementation milestones.
  5. Coordinate testing, bug tracking, and issue resolution processes.
  6. Escalate critical technical issues and implementation risks for management intervention.
  7. Support quality assurance and user acceptance testing before system releases.
  8. Maintain comprehensive documentation of system changes, releases, and technical decisions.
  9. Coordinate the deployment of the Uzazi Salama platform across both existing and new counties.
  10. Support the onboarding of health facilities, county health teams, and Community Health Promoters (CHPs).
  11. Coordinate training schedules and user support activities.
  12. Monitor implementation readiness, rollout progress, and user adoption metrics.
  13. Provide on-site and remote implementation support during deployments.
  14. Work with county stakeholders to address operational challenges impacting system utilization.
  15. Support the integration of digital workflows within county maternal and child health programmes.
  16. Manage daily engagement with Savannah Informatics and other technical service providers.
  17. Track vendor performance against Service Level Agreements (SLAs), contracts, and project plans.
  18. Participate in technical review meetings and document agreed actions.
  19. Coordinate the resolution of system defects, downtime incidents, and user support requests.
  20. Validate technical reports and implementation updates submitted by vendors.
  21. Ensure that solutions align with programme objectives and the needs of health-sector users.
  22. Track system usage indicators and adoption trends across various counties.
  23. Monitor platform uptime, defects, user feedback, and issue-resolution timelines.
  24. Prepare regular implementation progress reports and dashboards.
  25. Support data-driven decision-making by generating insights from platform performance and utilization data.
  26. Document lessons learned and best practices from implementation.
  27. Support coordination among Safaricom Foundation, M-Pesa Foundation, implementing partners, county governments, and technology partners.
  28. Participate in technical and programme review meetings.
  29. Facilitate effective communication between business, programme, and technical stakeholders.
  30. Track implementation commitments and action points.
  31. Support the implementation of broader Health Pillar initiatives.
  32. Assist in the planning, monitoring, and reporting of health programmes.
  33. Support field visits, stakeholder engagements, and programme launches.
  34. Contribute to grant implementation tracking and partner performance reviews.
  35. Uphold the company code of conduct, policies, and procedures, ensuring integrity and accountability.
  36. Adhere to safety, health, and wellbeing policies, guidelines, and procedures in all actions and decisions.

Requirements

  1. Bachelor’s Degree in Computer Science, Health Informatics, Information Technology, Software Engineering, Digital Health, or Public Health with a strong ICT background.
  2. 3 to 5 years of experience in digital health, health informatics, software project management, or technology-enabled development programmes.
  3. Demonstrated experience working with software vendors and technology partners.
  4. Experience supporting digital solution deployment in public-sector or health-sector environments.
  5. Experience working with county governments or health programmes is considered an added advantage.
  6. Strong technical competencies in Digital Health Systems Management, Software Development Lifecycle (SDLC), Vendor and Contract Management, Requirements Gathering and Documentation, User Acceptance Testing (UAT), Data Analytics and Reporting, System Deployment and User Adoption, Project Management, Stakeholder Management, Risk and Issue Management, and Health Information Systems.
