Program Officer

The Program Officer at AGC Tenwek Hospital is responsible for the comprehensive planning, coordination, and implementation of eye and ear care projects within communities, schools, and healthcare facilities. This includes organizing screening and treatment initiatives, managing patient referrals for specialized care and surgeries while ensuring compliance with established guidelines. The role also involves leading project review meetings, technical working group sessions, monitoring visits, and staff reviews. A key aspect is financial management, requiring the preparation of payment requisitions and meticulous documentation according to donor and hospital policies. The officer will also lead training initiatives, engage diverse stakeholders including persons with disabilities to promote inclusive care, and uphold beneficiary rights and safeguarding standards. Collaboration with the M&E Officer for work plan and budget development, active participation in resource mobilization and proposal writing, and documentation of best practices are also crucial. The role requires maintaining a project risk register, ensuring accessibility of activity venues, and contributing to research and dissemination of project outcomes. Additionally, the officer will coordinate travel and logistics for the project team and undertake other assigned duties.

1. Plan and coordinate community, school, and facility-based eye and ear screening and treatment programs.
2. Coordinate patient referrals for specialized care and surgeries, ensuring adherence to standards and guidelines.
3. Organize and lead project implementation review meetings, including County and Sub-County Technical Working Group meetings, monitoring visits, support supervision, and data audits.
4. Prepare payment requisitions and ensure accurate, complete documentation of all financial transactions in line with donor and hospital policies.
5. Lead the planning and coordination of all project-related training activities.
6. Engage actively with all stakeholders, including persons with disabilities, to ensure inclusive eye, ear, and hearing care.
7. Ensure the project upholds beneficiary rights and safeguarding standards, particularly for children and vulnerable adults, and promptly report any violations.
8. Collaborate with the M&E Officer to develop work plans and budget projections, monitoring expenditures and ensuring effective resource utilization.
9. Contribute to resource mobilization efforts and participate in developing high-quality project proposals for funding.
10. Lead the documentation and dissemination of best practices and human-interest stories.
11. Maintain and regularly update the project risk register, reporting risks to the Program Manager and ensuring mitigation measures are implemented.
12. Ensure all activity venues are accessible, inclusive, safe, and appropriate for all participants, including those with disabilities.
13. Contribute to research, documentation, and dissemination of project outcomes, lessons learned, and evidence, supporting presentations at professional forums.
14. Coordinate project team travel and logistics, including transport, accommodation, and meeting venues.
15. Undertake other project-related assignments as required.

1. Hold a Degree in Social Sciences or Public Health, or equivalent experience in implementing Inclusive Eye, Ear, and Hearing Care projects.
2. Possess at least 3 years of experience working on donor-funded projects.
3. Demonstrate strong written and verbal communication, facilitation, and presentation skills.
4. Be proficient in Microsoft Office and project/data management systems.
5. Be willing and able to work extensively in the field and travel to project implementation sites.
6. Have a good understanding of inclusive programming, disability inclusion, safeguarding, and protection principles.
7. Be able to establish and maintain effective working relationships with county government, donors, health facilities, community structures, and implementing partners.
