Project Manager – Horizon

Amref Health Africa is a leading international health development organization dedicated to improving health in Africa. They work with communities, health systems, and governments to deliver sustainable health solutions.

This role involves coordinating the Horizon 1000 Kenya project under the guidance of the Director, Impact & Innovation. The Project Manager will be responsible for overseeing delivery, managing partner and sub-grantee relationships, engaging with external stakeholders, and ensuring the consistent application of project values. The position requires strong project management skills, knowledge of health systems, and digital health fluency, with a commitment to co-design and community-centered approaches. The manager will also facilitate engagement with government and regulatory bodies, coordinate partner inputs, and contribute to capturing implementation learning for national AI deployment and scaling frameworks.

1. Coordinate project planning, implementation, and monitoring across three counties, ensuring timely delivery aligned with work plans.
2. Support budget tracking, risk monitoring, and funder reporting, maintaining accurate records and escalating significant issues.
3. Coordinate daily delivery among primary partners, specialist sub-grantees, government counterparts, and community stakeholders.
4. Administer sub-grant agreements, track performance, coordinate learning system inputs, and facilitate technology partner interfaces.
5. Convene and service project governance structures at project and county levels, maintaining records and following up on decisions.
6. Coordinate the project team's daily activities, provide operational guidance, monitor progress, and escalate management issues.
7. Coordinate landscape assessments and participatory co-design activities with experts, healthcare workers, and county health teams.
8. Support the development and validation of AI use cases tailored to local clinical realities and primary care workflows.
9. Coordinate the phased, facility-level rollout of AI-enabled Clinical Decision Support Systems (CDSS) and related solutions, including change management and healthcare worker onboarding.
10. Implement feedback mechanisms, consolidate user input, and coordinate agreed improvements during implementation.
11. Support Amref’s engagement with the Ministry of Health, Digital Health Agency, and other relevant regulatory bodies.
12. Coordinate required inputs and documentation for regulatory, data governance, clinical validation, and ethical oversight processes.
13. Contribute to project engagement within Kenya’s national digital health and AI agenda.
14. Work with the monitoring and evaluation team to coordinate the project’s MEL framework implementation, baseline, and outcome evaluations.
15. Support the collection, quality review, and synthesis of evidence on project results and AI solution effectiveness in Kenyan primary healthcare.
16. Track partner and sub-grantee progress, maintain performance records, and recommend operational improvements based on evidence.
17. Support the translation of implementation learning into accessible products for various stakeholders.
18. Coordinate partner contributions to an AI deployment playbook, documenting the process from co-design to evaluation.
19. Support engagement with the Ministry of Health and Digital Health Agency on the deployment playbook's development and use.
20. Contribute project evidence and implementation inputs to the scaling framework and sustainability plan with government partners.
21. Ensure systematic documentation of lessons, implementation tools, and decision points for future adaptation.

1. Bachelor’s degree or equivalent in Medicine, Public Health, Health Systems, International Development, Digital Health, or a closely related field; a Master’s degree or relevant professional qualification is an advantage.
2. At least five (5) years of relevant health project or program experience in Kenya or East Africa, including at least one (1) year in a supervisory or project-coordination role.
3. Demonstrated experience supporting projects at the intersection of health systems and digital technology, including work-planning, budget tracking, risk monitoring, reporting, and multi-partner coordination.
4. Experience supporting sub-grant administration and monitoring, particularly with research institutions or clinical delivery organizations.
5. Experience working within Kenya’s devolved health system and coordinating with national and county government, regulatory, or data governance stakeholders relevant to digital health deployment.
6. Strong preference for experience with co-design or human-centered design approaches, implementation science, and the development of practical knowledge frameworks or toolkits.
7. Ability to coordinate project operations and execute technical and operational responsibilities across multiple partners and locations, ensuring accurate and timely outputs.
8. Working knowledge of Kenya’s digital health landscape, primary healthcare systems, AI-enabled Clinical Decision Support Systems, clinical workflows, data governance, and clinical validation requirements.
9. Ability to provide operational guidance, monitor performance against work plans, and support staff, consultants, and partners.
10. Ability to track budgets and expenditure, administer project resources and sub-grants, maintain accurate records, and support donor reporting.
11. Ability to support the responsible adoption of digital and AI-enabled tools while maintaining ethical and people-centered practices.
12. Strong interpersonal, teamwork, and stakeholder-coordination skills, with effective collaboration across diverse groups.
13. Strong analytical and problem-solving skills, capable of addressing operational challenges and escalating risks appropriately.
14. Ability to collect, analyze, and report project data, and coordinate monitoring, evaluation, and implementation-learning activities.
15. Strong written and verbal communication skills, including presenting technical and project information clearly to diverse audiences.
