AI Product Manager – CLEAR Project

The Norwegian Refugee Council (NRC) is an international humanitarian organization dedicated to protecting the rights of displaced and vulnerable people. Through its CLEAR Initiative, NRC is developing open infrastructure for crisis emergency response and anticipatory action, aiming to transform fragmented crisis data into actionable insights for humanitarian teams.

The Norwegian Refugee Council (NRC) is seeking an experienced AI Product Manager for its CLEAR Initiative. This role focuses on building open infrastructure for crisis emergency response and anticipatory action, transforming complex, fragmented crisis data into actionable insights to save lives. The CLEAR initiative aims to develop a shared, open, and federated platform for the humanitarian sector, connecting diverse data sources to bridge the gap between insight and action. The AI Product Manager will translate CLEAR’s vision and objectives into practical digital products, working at the intersection of AI, product development, data, and humanitarian action to help the sector identify emerging risks sooner and make informed decisions during crises. The duty station can be NRC Head Office in Oslo, NRC Representation Offices (excluding Geneva and Washington, DC), approved Employer of Record (EoR) countries, and other countries where NRC operates, provided they are within ±2 hours of Oslo time.

1. Coordinate, sequence, prioritize, and roll out CLEAR’s various products to drive delivery and adoption.
2. Translate the project’s vision and objectives into clear product priorities, requirements, and deliverables.
3. Establish a seamless connection between emerging research, technical development, and practical humanitarian applications.
4. Align internal and external stakeholders on priorities, timelines, and product outcomes.
5. Manage operational aspects of product development, identify dependencies, and remove barriers to progress.
6. Ensure that CLEAR’s digital solutions are technically robust and genuinely useful for humanitarian teams responding to crises on the ground.

1. Bachelor's Degree.
2. 5–7 years of product management experience in technology, data, or digital transformation.
3. Demonstrated success in launching and scaling complex digital products from concept to implementation.
4. Strong ability to bridge technical and non-technical teams, translating technology into user needs and operational requirements into technical solutions.
5. Practical knowledge of Agile methodologies, APIs, cloud platforms, and modern software development practices.
6. Proficiency in product management frameworks and tools, including user story mapping, prioritization techniques, and OKRs.
7. Experience with user research, usability testing, and human-centered design principles.
8. Strong data literacy, including defining metrics, interpreting analytics, and making data-informed decisions.
9. Experience leading multi-stakeholder projects and managing diverse technical and non-technical audiences.
10. Proven program/delivery management experience across areas such as adoption, measurement, governance, and partnerships.
11. Experience managing external suppliers, including scope definition, quality assurance, and handover processes.
12. Working knowledge of data science, machine learning, and artificial intelligence concepts.
13. Understanding of data ethics, privacy, and responsible AI, especially when working with vulnerable populations.
14. Experience in humanitarian operations and understanding of field realities and coordination mechanisms is an asset.
15. Familiarity with open-source licensing and digital public goods is an asset.
