Job Description

The Procurement Analyst is responsible for overseeing and executing procurement and purchasing services across all business units, aiming to implement best practice systems and procedures. This position involves enhancing purchasing processes and integrating the procurement function with the organization's overall strategy to support the Bank's operations and mission. The analyst must ensure that the best total value is achieved when acquiring goods and services, while strictly adhering to principles of good corporate governance.

Key Responsibilities

  1. Optimize organizational resources to maximize utilization and reduce expenditure.
  2. Review requisitions from users to confirm clear specifications.
  3. Conduct supplier audits, appraisals, and manage supplier relationships.
  4. Procure goods and services that meet the organization's quantity and quality expectations.
  5. Negotiate favorable contractual terms for supplies, contracts, and leased assets.
  6. Issue Local Purchase Orders, Award Letters, and Contracts.
  7. Monitor supplier deliveries to ensure conformity with specifications.
  8. Prepare, invite, and analyze tenders.
  9. Ensure proper filing of procurement records, including tenders, committee memoranda, and minutes.
  10. Evaluate user requirements before committing purchases and ensure services are provided within agreed Service Level Agreements.
  11. Liaise with users to ensure efficient flow of supplies and services.
  12. Handle supply-related disputes concerning quality, delivery shortages, delays, and payments.
  13. Monitor and enforce the organization’s procurement policies and procedures.
  14. Monitor supplier performance.
  15. Track purchases against capital and recurrent expenditure budgets.
  16. Monitor changes in the supply market and conduct periodic market intelligence surveys.
  17. Conduct market research on product development and alternative supply sources to maintain the Bank's competitive edge.

Requirements

  1. Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, Commerce, or a related field.
  2. Professional procurement and supply chain certification is an advantage.
  3. At least one (1) year of relevant experience in procurement, purchasing, or supply chain management.
  4. Experience within a banking, financial services, or similarly regulated environment is an advantage.
  5. Working knowledge of procurement processes, supplier management, tendering, contract management, and purchasing practices.
  6. Ability to assess and analyze procurement and purchasing requirements and make recommendations.
  7. Strong negotiation skills for prices and Service Level Agreements with suppliers.
  8. Ability to stay informed about market price and quality changes to contribute to cost and quality management.
  9. Competence in teamwork and collaboration with internal stakeholders and external suppliers.
  10. Results-oriented, focused on achieving quality outcomes, value for money, and timely delivery.
  11. Strong business awareness, understanding bank operations and aligning procurement activities with business needs.
  12. Excellent verbal and written communication skills for effective engagement with stakeholders and suppliers.
  13. Self-driven and accountable, capable of working independently and delivering with minimal supervision.
  14. Analytical and problem-solving skills to assess requirements, evaluate alternatives, and resolve issues.
  15. Proactive in identifying opportunities for process improvement, cost optimization, and better sourcing.
  16. High attention to detail and thoroughness in procurement documentation and processes.
  17. Demonstrates integrity, confidentiality, fairness, and adherence to ethical procurement standards.
