Job Description

The Techno-Functional Analyst, Supply Chain Systems at Catholic Relief Services is responsible for supporting, enhancing, and optimizing systems crucial for Global Supply Chain Management (SCM) operations. This role involves providing both functional and technical support for specific Oracle SCM modules and related applications. The analyst will collaborate closely with the GSCM team, business stakeholders, and service providers to analyze operational needs, document requirements, configure system changes, test enhancements, troubleshoot issues, maintain accurate system data, and deliver scalable business solutions. The position also involves working with global, regional, and local teams to drive process improvements, support integrations, and ensure efficient and reliable supply chain operations through consistent execution of SCM system support activities.

Key Responsibilities

  1. Analyze business requirements and design end-to-end business, process, data, and technology solutions.
  2. Configure, support, and optimize SCM modules and technologies, including procurement, purchasing, inventory management, costing, and supplier management.
  3. Support system enhancements, maintenance activities, and project implementations, monitoring service performance and resolving production issues.
  4. Coordinate with software vendors, implementation partners, and support providers to resolve issues and manage enhancements.
  5. Conduct fit-gap analysis, solution design, testing, user training, deployment, and post-production support.
  6. Evaluate alternative solution approaches and recommend scalable, maintainable, and cost-effective options.
  7. Ensure solution designs align with enterprise architecture, security, data governance, and integration standards.
  8. Define, monitor, and report performance metrics, measuring business outcomes from process and technology improvements.
  9. Provide functional and technical support for assigned Oracle Fusion SCM modules and related applications.
  10. Analyze user needs, business processes, recurring system issues, and system capabilities to recommend improvements.
  11. Coordinate the investigation and resolution of application issues with business users, IT teams, and external service providers.
  12. Partner with stakeholders across supply chain, procurement, finance, and operations to gather and document business requirements.
  13. Develop business, functional, and solution design documentation, collaborating with technical teams on integrations, data structures, workflows, reports, automations, and custom capabilities.
  14. Identify, prioritize, and lead continuous improvement initiatives, recommending process, policy, data, and technology changes.
  15. Serve as a trusted advisor to functional stakeholders, aligning technology capabilities with operational and strategic objectives.
  16. Facilitate prioritization of enhancement requests, projects, and operational support activities.
  17. Develop and maintain capability roadmaps aligned with functional goals and organizational priorities.
  18. Translate SCM operational needs into clear functional requirements and facilitate shared understanding among stakeholders.
  19. Contribute effectively to data migration, master data management, data quality, and data governance initiatives.
  20. Design and oversee data integration, workflow automation, and information exchange processes.
  21. Collaborate with business and technical teams to ensure accurate, timely, secure, and scalable data movement across enterprise applications.
  22. Support enterprise reporting, analytics, and information management initiatives through improved data standards and governance practices.
  23. Lead testing strategies and execution activities, including functionality, integration, regression, user acceptance, and production validation testing.
  24. Ensure solution quality, compliance, security, data integrity, governance adherence, and operational readiness before deployment.
  25. Contribute to release planning, change management, deployment readiness, stakeholder communications, and governance activities.
  26. Assess and mitigate business, operational, technology, and data-related risks associated with system changes.
  27. Coordinate functional, regression, integration, and user-acceptance testing for system fixes, enhancements, upgrades, and new functionality.
  28. Support system and data integrity by maintaining assigned configuration and reference data, reviewing data quality, and monitoring interfaces.
  29. Contribute to implementation and release-readiness activities, including documentation, user communications, and post-implementation monitoring.
  30. Contribute to team growth by sharing expertise, guiding colleagues, and helping build overall team capability.
  31. Contribute to cross-functional projects and initiatives, influencing decisions and driving alignment.
  32. Contribute to strategic planning, budgeting, roadmap development, and platform lifecycle management.
  33. Strengthen effective use of SCM systems by developing user guidance, process documentation, knowledge articles, and training materials.
  34. Analyze support trends and user feedback, sharing recommendations with Supply Chain and IT stakeholders.
  35. Provide system demonstrations, orientation, and training to SCM users and respond to functional questions.

Requirements

  1. Bachelor’s degree in Information Technology, Computer Science, Engineering, Business, Supply Chain Management, or a related field.
  2. Minimum of 6 years of experience supporting enterprise applications, ERP, SCM, procurement, finance, or operations platforms.
  3. Demonstrated experience with business analysis, solution design, testing, deployment, and support.
  4. Experience with at least one full lifecycle ERP implementation.
  5. Master’s degree or relevant certifications (preferred).
  6. Experience with Oracle Fusion Cloud SCM (preferred).
  7. Experience with integration technologies and data migration (preferred).
  8. Experience mentoring analysts and leading cross-functional initiatives (preferred).
  9. Strong stakeholder management and relationship-building skills.
  10. Strong analytical and problem-solving skills.
  11. Excellent communication and stakeholder engagement skills.
  12. Knowledge of enterprise architecture, governance, and security principles.
  13. Ability to balance operational support with strategic initiatives.
  14. Ability to work independently and effectively across global teams.
  15. Fluent written and spoken English.
  16. Ability to travel occasionally (less than 10%).
