Job Description
The Finance Officer will oversee comprehensive financial management activities, focusing on payroll review and processing, ensuring timely tax compliance, and reconciling payroll data with Workday. The role includes managing payment processes, such as preparing bank journals, addressing staff financial queries, and handling advances and refunds while tracking outstanding amounts. Responsibilities extend to processing weekly supplier payments, reviewing invoices, and coordinating with shared services for accurate billing. The officer will also monitor daily bank transactions and facilitate staff advances for grant projects, ensuring adherence to organizational policies. A key aspect is petty cash management, involving reimbursements, fund monitoring, and strict compliance with donor regulations and World Vision guidelines. Furthermore, the position provides crucial support for internal and external audit reviews by preparing necessary documentation and tracking the implementation of recommendations. The Finance Officer will also contribute to monthly financial closures, including inter-country cost allocations and reconciliation of prepayments.
Key Responsibilities
- Assist in booking payroll journals.
- Ensure timely filing and remittance of Withholding Tax and VAT Withholding tax to KRA, complying with local tax regulations.
- Conduct monthly review and reconciliation of payroll data with Workday.
- Prepare journals related to NCBA Bank and maintain organized, audit-ready documentation.
- Respond to staff queries regarding financial systems (e.g., Concur, Provision) and provide timely support.
- Book and reconcile staff-related cash deposits.
- Process staff advances and refunds, tracking outstanding advances for timely settlement within 30 days.
- Process weekly supplier payments and perform statement reconciliations.
- Follow up with field teams to confirm payment disbursements using the Payment Status Report.
- Review supplier invoices and supporting documents, creating them on Provision with correct budget codes.
- Send payment invoices to the Service Center and coordinate with the Shared Service team for error correction in billing strings.
- Monitor daily transactions from WVSudan bank accounts and support monthly bank reconciliations.
- Facilitate staff advances for grant project personnel, ensuring compliance with travel advance policy.
- Process petty cash reimbursements and disbursements, ensuring approved supporting documentation.
- Monitor petty cash fund balance and approve top-ups when the fund reaches the minimum threshold.
- Ensure 100% compliance with donor regulations and World Vision cash-management guidelines, reviewing transactions for allowability, reasonableness, and authorization.
- Prepare monthly petty cash reports and reconciliations, reconciling physical cash against the general ledger by month-end.
- Support internal and external finance reviews and audits by preparing and submitting required financial information and documents promptly.
- Support timely implementation of audit and finance review recommendations by following up with staff and tracking progress.
- Prepare PAs and SAs for accurate inter-country cost allocations using the Blackline system.
- Participate in month-end close processes, including NCBA Bank reconciliations, booking monthly regional costs, and ensuring timely reversals.
- Perform monthly reconciliation of UNHAS prepayment.
Requirements
- Hold a bachelor’s degree in a relevant discipline (e.g., Accounts, Finance, Economics).
- Be proficient in computer applications such as Excel, Sun systems, and Word.
- Possess a minimum of 2-3 years of experience in finance, preferably with International Organizations.
- Demonstrate proven knowledge and experience in Microsoft Excel and Word.
- Have good oral and written communication skills.
- Ability to achieve quality results and services.

- Understanding of the Humanitarian industry.
