Job Description

The Program Officer for Food & Cash Assistance plays a crucial role in supporting the overall program operations. This involves assisting the Sector Lead in developing high-quality proposals and budgets, coordinating with various internal teams to gather necessary inputs, and ensuring all submissions align with donor requirements and World Vision standards. The role also includes managing donor reporting processes, preparing and submitting timely reports, and consolidating program updates from field teams to ensure accuracy and evidence-based reporting. Furthermore, the officer is responsible for maintaining organized program files, documenting lessons learned, and supporting program planning, monitoring, and coordination efforts. A key aspect is ensuring compliance with donor regulations and World Vision policies throughout the grant lifecycle, from start-up to close-out.

Key Responsibilities

  1. Support the Sector Lead in developing high-quality concept notes, proposals, budgets, and supporting documents for new and existing projects.
  2. Coordinate with technical, finance, MEAL, operations, and support teams to compile required inputs for proposal development.
  3. Ensure proposals are aligned with donor priorities, World Vision standards, and submission deadlines.
  4. Lead efforts to expand opportunities with other donors in the state.
  5. Coordinate with Program Managers for the timely preparation and submission of monthly, quarterly, annual, and donor reports.
  6. Support field teams in preparing high-quality success stories that highlight project achievements, impact, and beneficiary outcomes.
  7. Consolidate program updates from field teams, ensuring reports are accurate, complete, and evidence-based.
  8. Maintain organized program files, grant documentation, and project records.
  9. Compile success stories, lessons learned, best practices, and other program documentation for internal and external use.
  10. Ensure all program documents are properly archived and readily accessible.
  11. Support Program Managers in developing Standard Operating Procedures (SOPs) and Risk Registers.
  12. Support program planning, track implementation, and follow up on key action points.
  13. Coordinate with program teams to monitor project progress, deliverables, and implementation milestones.
  14. Assist in organizing program review meetings and documenting key decisions and actions.
  15. Ensure program activities and documentation comply with donor regulations and World Vision policies.
  16. Support grant start-up, modification, and close-out processes.
  17. Follow up on donor recommendations, audit findings, and action plans to ensure timely implementation.

Requirements

  1. Minimum Bachelor’s Degree in Development/Social Science, Agriculture, or a relevant field.
  2. 3-5 years of relevant experience at Officer level in Food and Cash Assistance programming within emergency and development sectors, preferably with an NGO or humanitarian organization.
  3. Demonstrated experience in proposal development, reporting, program monitoring, and coordination.
  4. Experience working with donors and multi-functional teams is desirable.
  5. Strong communication, coordination, analytical, and report-writing skills.
  6. Ability to manage multiple tasks from competing organizational, donor, and stakeholder demands.
  7. Good knowledge of program/project cycle management, including planning, implementation, monitoring, and reporting.
  8. Understanding of donor requirements, compliance, and grant management.
  9. Knowledge of humanitarian principles, accountability, protection, and community engagement.
  10. Familiarity with MEAL tools, data management, and evidence-based reporting.
  11. Understanding of budget monitoring, risk management, and program documentation.
  12. Demonstrated experience in designing and delivering training.
  13. Ability to work effectively under pressure, particularly in crisis situations.
  14. Excellent verbal and written communication skills in English; Arabic is an added advantage.
