Job Description

The Assistant Procurement Manager will oversee the entire procurement process for technology-related goods and services within the CIC Group, including hardware, software, licenses, subscriptions, support, maintenance, telecommunications, and professional services. This involves developing and implementing sourcing strategies and procurement plans that align with business objectives, budgets, and the annual Procurement Plan. The role requires managing sourcing activities from requirement validation through solicitation, evaluation, negotiation, and contracting, ensuring adherence to the Procurement Policy and utilizing appropriate methods like competitive bidding and framework arrangements. The manager will also coordinate contract processes, ensuring commercial terms are incorporated, and maintain oversight of technology contracts, licenses, and renewal requirements. Furthermore, the role includes managing supplier onboarding, pre-qualification, and relationships with key technology vendors. Compliance with Group Procurement Policy, delegated authorities, and regulatory requirements is crucial, along with ensuring accurate documentation and controls. The manager will support the Group's sustainable procurement objectives, integrate sustainability into sourcing, and monitor procurement performance, reporting on status, turnaround times, renewals, and savings. They will also conduct spend and market analysis to identify cost optimization opportunities and support the Procurement Manager in planning and coordinating the procurement function, including daily operations, work allocation, stakeholder engagement, and issue resolution.

Key Responsibilities

  1. Lead the end-to-end procurement of Technology goods and services across the Group, including hardware, software, licenses, subscriptions, support, maintenance, telecommunications, and related professional services.
  2. Develop and implement sourcing strategies and procurement plans for the Technology category, aligning with approved business plans, budgets, and the annual Procurement Plan.
  3. Manage all sourcing activities for assigned categories, from validating requirements to solicitation, evaluation, negotiation, recommendation, approval, award, and contracting/LPO issuance.
  4. Determine and implement appropriate sourcing approaches in line with the Procurement Policy, such as competitive bidding, framework arrangements, and OEM/authorized reseller sourcing.
  5. Coordinate the contracting process for assigned procurements, ensuring approved commercial terms are incorporated into contracts, LPOs, and related documentation.
  6. Maintain effective oversight of Technology contracts, licenses, subscriptions, support, and maintenance agreements, including key dates, values, quantities, vendors, and renewal needs.
  7. Oversee supplier onboarding, pre-qualification, and due diligence according to Group requirements.
  8. Manage supplier relationships across assigned categories, including key Technology vendors, OEMs, authorized partners, resellers, and service providers.
  9. Ensure procurement activities comply with the Group Procurement Policy, delegated authorities, approved procedures, and applicable regulatory requirements.
  10. Ensure completeness and accuracy of procurement documentation and adherence to established procurement controls.
  11. Support the implementation of the Group’s sustainable procurement and supplier diversity objectives.
  12. Integrate relevant sustainability and diversity considerations into sourcing and supplier management activities where applicable.
  13. Monitor the procurement pipeline and provide timely, accurate reports on sourcing status, request aging, turnaround times, upcoming renewals, outstanding contracts/LPOs, pending deliveries, savings, and key procurement risks.
  14. Conduct periodic spend and market analysis to identify opportunities for savings, cost avoidance, demand consolidation, and improved commercial arrangements.
  15. Support the Procurement Manager in planning, coordination, and oversight of the procurement function, including delivery of the annual Procurement Plan and other functional priorities.
  16. Support the day-to-day coordination of procurement operations, including work allocation, progress follow-up, stakeholder engagement, and timely resolution of outstanding matters.

Requirements

  1. Bachelor’s degree in a Business-related field, preferably Supply Chain Management.
  2. Professional qualification in Procurement/Supply Chain Management, such as CIPS/CPSP-K or equivalent.
  3. Membership in a relevant professional body (CIPS / KISM).
  4. Minimum of 5 years’ experience, with at least 2 years in a supervisory role.
  5. Desirable experience in managing Technology and ICT related procurement.
